महोदय,
    किसी भी राष्ट्र के सुदृढ़ भविष्य की नींव युवाशक्ति के सुदृढ़ कंधों के अवलम्बन पर टिकी होती है. भावी सपनों के सुपरिणाम उसके पौरुष और पराक्रम के बीच से होकर पुष्पित-पल्लवित होते हैं. युवाशक्ति के श्रमसींकरों से निकलकर कोई राष्ट्र उत्कर्ष की सीढियाँ चढ़कर बलवान बनता है, परन्तु इसके साथ ही राष्ट्र के निति-नियंताओं का भी यह कर्तव्य बनता है कि वह ऐसी नीतियों का प्रतिपादन करें ताकि युवापीढ़ी का मार्ग प्रशस्त हो.
बेरोजगारी और भुखमरी की मार से त्रस्त युवावर्ग आज किंकर्तव्यविमूढ़ता की स्थिति में फंसा हुआ है. पढ़-लिखकर भी आज उसे अपना मार्ग दिखाई नहीं पड़ता है. रोजगार की खोज में वह गांवों को विस्मृत कर शहरों की ओर निरंतर पलायन कर रहा है. नशाखोरी, जुआ, चोरी और अवैधानिक गतिविधियाँ उसके जीवन में बड़ी तेजी के साथ स्थान बनाती जा रही हैं. सरकार इन विषम परिस्थितियों से चिंतित होकर ऐसे प्रयास कर रही है ताकि युवापीढ़ी भटकाव और विषमताओं के गर्त से निकलकर उज्जवल भविष्य की ओर अग्रसर हो. परन्तु सरकार के साथ-साथ समाज और सामाजिक संस्थाओं का भी यह दायित्व बनता है कि वह इस दिशा में सकारात्मक प्रयास करे ताकि आज के युवाओं को एक सही मार्गदर्शन मिल सके.

लक्ष्य:- इस कार्यक्रम का मुख्य उद्देश्य युवाओं में प्रशिक्षण द्वारा नेतृत्व गुणों का विकास करना है ताकि राष्ट्रीय निर्माण में युवाशक्ति का इस्तेमाल हो सके.

उद्देश्य:-  
1. युवाओं को पॉलिटिक्स (राजनीति), सिविल सर्विसेज (प्रशासनिक सेवाओं) तथा सोशल वर्क (सामाजिक कार्यों) में अधिक से अधिक संख्या में भाग लेने हेतु प्रोत्साहित करना.
2. युवाओं में नेतृत्व क्षमता का विकास करना, ताकि वे सामाजिक, आर्थिक, राजनीतिक, आध्यात्मिक तथा सांस्कृतिक क्षेत्रों में देश और समाज का प्रतिनिधित्व कर सकें.
3. युवाओं को भारतीय संस्कृति एवं राजनीति, आजादी की लड़ाई, भारत का संविधान, पंचवर्षीय योजनायें, पंचायती राज आदि क्षेत्रों में शिक्षित-प्रक्षिशित करना.
4. युवा नेताओं के जीवन, कार्यकलापों, भारतीय विरासत में उनके विचारों के महत्व, उनके द्वारा प्रतिपादित सांस्कृतिक एवं अध्यात्मिक मूल्यों को परिभाषित करना एवं युवाओं को उनसे अवगत कराना.
5. समूह बहसबाजी, डिबेट्स, एक दिवसीय विचार गोष्ठियां आयोजित करना और उनमें मशहूर लोगों को बुलाना ताकि वे अपने विचार साझा कर सकें.

विशेष :- यह कार्यक्रम पूर्णरूप से गैर-राजनीतिक है तथा किसी भी राजनैतिक पार्टी/गतिविधि का प्रतिनिधित्व नहीं करता, साथ ही यह किसी भी स्कूल के कार्यक्रम या पाठ्यक्रमों अथवा किसी अन्य दूसरी स्थापित युवा परियोजनाओं के साथ प्रतिस्पर्धा नहीं करता वरन यह कार्यक्रम ऐसे कार्यक्रमों का पूरक भर है. यह कार्यक्रम युवाओं की विशेष वक्ता क्षमता, नेतृत्व कौशल तथा व्यक्तिगत आवश्यकताओं पर जोर प्रदान करता है.

YOUTH DEVELOPMENT AND LEADERSHIP
Youth who participate in YD/YL experiences are more likely to do well in school, be involved in their community, and transition positively through adolescence to adulthood.
Effective workforce development programs have youth development and youth leadership (YD/YL) components at their core. Research shows that youth who participate in youth development and youth leadership experiences are more likely to do well in school, be involved in their community, and transition positively through adolescence to adulthood.
Historically, youth with disabilities have been isolated from mainstream youth leadership and youth development programs. Their inclusion will result in increased self-esteem, development of life skills, and decreased involvement in risky behaviors. It will also result in making the workforce development system more inclusive of all youth.
Youth Development is a process that prepares all young people, including youth with disabilities, to meet the challenges of adolescence and adulthood by building on their capabilities and strengths and by addressing a full range of developmental needs.
Youth Leadership activities build skills relevant to young people’s personal development, as well as their role within a group. On a personal level, youth who participate in these experiences gain insight into themselves. This helps them analyze their strengths and weaknesses and set personal and vocational goals. On a group level, youth develop the ability to work with others to create a shared vision and to draw on the talents, skills, and energy of others.
Comprehensive youth workforce development programs include activities that address five developmental areas:

  1. Learning includes developing both basic and applied academic competencies and skills. Research indicates that youth learn best when they are involved in authentic learning environments with opportunities to explore and with real world application.
  2. Thriving relates to physical and mental health and overall well-being. Effective youth development activities prepare, support, and assist youth in making healthy choices in all phases of their lives.
  3. Connecting relates to the development of positive social attitudes, skills, and behaviors so that youth feel a part of programs and their community. Mentoring is an example of the type of activity that can contribute to the feeling of connectedness.
  4. Working relates to occupational and career skills, attitudes, and behaviors that are needed for success in the workplace. Employment and work-based activities help youth to validate their self-worth, as well as to explore their abilities and interests.
  5. Leading activities and opportunities help youth develop positive civic attitudes, skills, and behaviors. Youth need to contribute to their community, school, and family in order to develop to their full potential.

To serve youth with disabilities effectively, generic workforce development programs also need to include information on self-awareness related to having a disability as well as information on disability history, law, and social policies. Further, these youth need services connecting them to resources within their communities if they are to reach their maximum potential.
Youth with disabilities also benefit from youth leadership and youth development programs that are specifically targeted to them. Many good models exist which focus on youth with disabilities developing their skills while providing them with intensive support and the opportunity to interact with their peers.

A  study by Scales and Leffert (1999) found that the following outcomes were associated with the participation of young people in youth development settings:

• Increased self esteem, increased popularity, increased sense of personal control, and enhanced identity development;

• Better development of such life skills as leadership and speaking in public,decision-making, and increased dependability and job responsibility;

• Greater communications in the family;

• Fewer psychosocial problems, such as loneliness,shyness and hopelessness;

• Decreased involvement in risky behaviors such as drug use, and decreased juvenile delinquency

• Increased academic achievement;

• Increased safety (youth feel safe at home, in school,
and in their neighborhood).

adults showing interest in youth’s time and activities,

1. What is the Youth Leadership Program?

The Youth Leadership Program is designed to help young people develop effective communication skills, leadership skills and self-confidence. Participants are typically under 18 years old.
2. How much does it cost for the participants?

There is no fee to participants. The sponsoring club provides all materials; such as the Participant's Handbook.

3. What is the incentive for parents of the participants or the community at large?

The Youth Leadership Program gives parents an opportunity to provide their children the skills to meet the challenges in school and professional life. The program fosters growth and teaches valuable skills necessary to become tomorrow's leaders in industry and in the community.

4. What is the content of the program?
The Program consists of eight session with each session lasting about 1-2 hours. Participants learn to prepare an organized speech, present ideas logically, listen effectively, evaluate what they have heard, offer advice and to conduct effectively, evaluate what they have heard, offer advice and to conduct effective business meetings. Activities taking place in the eight sessions include the following:

·         Discussion of chairmanship principles
·         Presentation of speeches
·         Impromptu talks

WHAT IS YOUTH DEVELOPMENT?

One can define ‘youth development’ as:
"...the ongoing growth process in which all youth are engaged in attempting to (1) meet their basic personal and social needs to be safe, feel cared for, be valued, be useful, and be spiritually grounded, and
(2) to build skills and competencies that allow them to function and contribute in their daily lives." 
(Pittman, 1993, p. 8)
This definition accurately describes youth development as a process that all young people go through on the way to adulthood. As the definition implies, it is a process or journey that automatically involves all of the people around a youth—family and community. A young person will not be able to build essential skills and competencies and be able to feel safe, cared for, valued, useful, and spiritually grounded unless their family and community provide them with the supports and opportunities they need along the way. Thus, youth development is also a process in which family and community must actively participate. As Hugh Price, president of the National Urban League, put it so succinctly in 1998, youth development is "what parents do for their children......on a good day."
Youth development, then, is a combination of all of the people, places, supports, opportunities and services that most of us inherently understand that young people need to be happy, healthy and successful. Youth development currently exists in a variety of different places, forms and under all sorts of different names.
People, programs and institutions who work with youth are engaged in youth development if there is strong evidence of the following practices:
Supports: Motivational, emotional and strategic supports to succeed in life. The supports can take many different forms, but they must be affirming, respectful, and ongoing. The supports are most powerful when they are offered by a variety of people, such as parents and close relatives, community social networks, teachers, youth workers, employers, health providers, and peers who are involved in the lives of young people.
Opportunities: Chances for young people to learn how to act in the world around them, to explore, express, earn, belong, and influence. Opportunities give young people the chance to test ideas and behaviors and to experiment with different roles. It is important to stress that young people, just like adults, learn best through active participation and that learning occurs in all types of settings and situations.
Quality services: Services in such areas as education, health, employment, and juvenile justice which exhibit: (1) relevant instruction and information, (2) challenging opportunities to express oneself, to contribute, to take on new roles, and be part of a group, and (3) supportive adults and peers who provide respect, high standards and expectations, guidance and affirmation to young people.


The Importance of  Youth Leadership Training

Few young people perceive themselves as leaders, despite there being numerous opportunities to nurture them through youth leadership training. All in all, a majority of the youth have role models whom they look up to, admire, and wish to emulate. The development of youth leadership is vital for communities, schools and in youth programs that wish to add an element of leadership by young people. The youth should establish their skills in leadership within real scenarios that they see as essential. Such scenarios are those that enable them to come to be actively participated in deciding that influence their lives.  Numerous youth development professionals and leadership scholars are of the opinion that development of leadership is a vital facet of youth education and development. However, this facet is usually overlooked, leading to young people failing to shine in leadership. The positive development of the youth together with their communities is greatly contributed to by youth leadership training and development. Skills in leadership the likes of problem solving, goal setting and the making of sound decisions are not just essential for leaders. Such skills are necessary for the survival of every individual in the  modern world.

What young professionals can do assist the youth develop leadership skills

When attempting to develop leadership skills, the youth face several setbacks. Some of these setbacks are posed by adults who feel that leadership is something one earns or is born with. Also, adults do not believe that the youth are capable of good leadership in today’s world, and are thus unwilling to assist in youth leadership training. It is also seen that instead of adults allowing the youth to determine what happens in program design, planning, evaluation and implementation, they just assign tasks to them.
To overcome the above mentioned setbacks and assist the youth gain development skills effectively, adults can promote youth leadership training. They can also give the youth real power for decision making and responsibility for any resultant consequences. Ensuring that the youth are trained and given support required for making sound decisions and responsibility can also help. Grown ups can provide a broad context range allowing the youth to learn and develop leaderships skills in this world full of unfamiliar and diverse communities. By recognizing and respecting the experience, knowledge, and skills possessed by the youth, adults can challenge them to improve on these skills and also try new things.

A critical role is played by adults in assisting the youth develop as leaders. By collaborating with adults, the youth can learn about the numerous different leaders and styles of leadership. They can also learn how leadership and beliefs associated with leadership are influenced by values, culture, and life experiences. Grown ups can support young people to find or create the style that suits them. Dismantling the barriers that might prevent the youth from actively engaging in leadership roles is also a contribution that adults can provide. Moreover, the grown ups can assist in the creation of opportunities for youth leadership training in a manner that makes areal difference to their organizations, communities, and also to them.

Values of leadership in young people that can be gotten through youth leadership training include achievement, integrity, courage and responsibility. Through the training of these values, the qualities of can be inspired by example, learnt by discussing them, as well as solidified by experience. The Activities Associated With Youth Leadership Training

What Youth Leadership Training is All About

As much as the youth have some inborn ability to be leaders, they need both experience and direction to be successful that can only be achieved through youth leadership training. They require opportunities to plan, prepare, and be decisive as leaders. The activities involved in such leadership training include teamwork, confidence building, and dealing with situations that being in a leadership position throws at them.

Learning leadership qualities from established leaders
One of the activities that youth leadership training is involved in is teaching young people on how to learn how to lead from experienced leaders such as politicians. Unless other people share what they know about the process of leadership with young people, they may not understand what it is all about. Leadership entails standing up to be counted, being responsible and taking charge where necessary even if it is unpleasant or inconvenient. Listening to adults who have an understanding of leadership and can impart ideas about it forms part of the training. These ideas are imparted through leading by example and sharing their knowledge. Young people need to realize that leadership is not just about being a leader or a follower, but also working in whichever capacity that is required and sharing responsibilities in any given situation. Partnering a young person with an adult so that he can learn skills in leadership is also part of the training. The two will learn how to work together in a way that there is a shared outcome. The adult can be assisted by the youth with outdoor activities for the kids, or help in organizing a presentation on leadership lessons. Alternatively, the youth can just observe what a mentor or teacher is doing for a certain period of time, and then files a report on the lessons learnt in the process.

Learning about decision making through youth leadership training

Decision making is one vital thing that young leaders need to learn. One way to do this is by giving young people a say any decisions that may be made within a committee or a group. Young people can be asked to form a leadership committee which will be used to access the passions and skills of every participant. Once the skills of every youth are figured out, they are then assigned a task matching what they are good at. This can be done through asking them questions that will require them to make decisions in order to come up with answers.

Learning how to plan

Learning how to plan is an essential part of leadership. The young people participating in the youth leadership training program can be made to plan a game day for kids, a hike, or a picnic together. They should be allowed to plan the activities as well as make all the necessary decisions that will make the plans successful. Parameters such as time limits, advice on how to deal with legal restrictions or conflicts with guardians, or a budget should be provided by the organizers.

They can also offer bible lessons within a church, coach children about basic sports, or teach kids about reaching out and the virtue of kindness. The young people will need to learn how to motivate their students and listen to their question and concerns, while at the same time maintaining order without being overwhelm or oppressive in a class setting. A good example would be showing others how to tidy up a highway through doing it first and others following.

Training on teamwork

For an aspiring youth leader, learning how to work within a team framework is vital. For instance, leadership can be taught by having the young people organize a tug of war. Two teams of equal members each can pull a rope between them over a line located at the center. The winning team is the one that succeeds in pulling one or more members of the rival team across the line. The youth leader assists his team to work together by being part of it and encouraging them to victory. Another way of teaching teamwork is through organizing an obstacle course. This is done by forming teams and blindfolding the members of each team one at a time. The youth leader then guides a blindfolded member of his team though the maze, using verbal directions only. The participants must trust their team leader to give them the correct directions when inside the course.
